Roger Allport has 40 years professional experience. He is a qualified civil engineer and transport economist whose career has been spent mainly in consultancy. Half of this time has been spent working in developing countries, mostly in Asia. He currently practices on his own account and is finalising a PhD at Imperial College: 'Improving decision-making for major urban rail projects. Mr Allport led the Study of Mass Rapid Transit in Developing Countries, which set the benchmark for performance of developing city metro systems; it involved structured in-depth case study visits to 21 cities worldwide.

He has been responsible for identifying/appraising MRT projects in Singapore, Lahore, Bangkok, Manila, Kuala Lumpur, Bogotá, Taipei, Budapest and London. He has advised extensively on policy, recently on: private sector investment in roads (for ADB, 1999), urban rail concessioning (World Bank 2004), Urban Transport Policy (for the ADB 2002 and 2007), and MRT developments (World Bank/ DfID in 2000). His PhD research is case study based with in-depth structured visits/ interviews in Manila, Bangkok, Singapore and 5 UK cities (2002-2007). In Bangkok, Bogotá and Jakarta he has assisted pioneer new approaches to the implementation of MRT systems under joint private/ public funding. Roger has published widely and contributed to regional conferences, seminars and workshops.
