Charlotte is an economist, governance specialist and a highly-experienced evaluator, with 20 years of experience in international development, principally in Africa.

Over the last eight years, she has been the team leader or deputy team leader for over 25 thematic and strategic evaluations for bilateral and multilateral agencies, including DFID, Danida, Irish Aid, Norad, the European Commission, the World Bank and the African Development Bank.

Her areas of expertise comprise donor support to civil service and public finance management reforms, anti-corruption, institutional development,domestic accountability, pro-poor growth, aid effectiveness, budget support and international engagement in fragile states. She was a lead contributor to the OECD DAC Fragile States Principles Monitoring in 2009-11 and evaluated donor strategies and programmes in DRC in 2006, 2008, 2010, 2012, and 2014.

An Agulhas associate since 2011, she previously worked for ITAD, the peace building organisation, International Alert, the Commission for Africa, the African Development Bank and the Economist Intelligence Unit. She is a regular guest speaker at the UK International Centre for Parliamentary Studies, is well-published, and a native French speaker.
