Angus Morris

Independent Security and Justice Development Consultant

Angus Morris, a Scotsman, was a pilot, flying instructor and staff officer in the Royal Air Force. This included assignments in the Far East, Europe, the Falklands and Ethiopia. He completed the Indian Staff College and Madras University MSc in Defence Studies in 1988 and worked in the UK Ministry of Defence on Middle East and Indian Sub-continent policy (1988 – 1990) and the Balkans (1997 – 2001). In 2002 he became an MOD civil servant working on Security Sector Reform covering programme design, implementation, monitoring and evaluation and reviews: his work took him to Bolivia, Sierra Leone, Ethiopia, Sudan, Serbia, Kosovo, Sri Lanka and Nepal.

In 2009, he became an independent Security and Justice Development consultant, completing SSR Case Studies in Jamaica and the DRC. He often works with academia, lecturing to Chevening Scholars, the John Smith Foundation and with MA-level and Summer Schools on Conflict Management and Security Sector Reform and with the Universities of Birmingham and York for a number of years. He also helps other governments, including Finland (Security Sector Reform policy) and Southern Sudan (National Development Plan). His latest work has taken him to East, West and Southern Africa, the Czech Republic and the South Caucasus. He has been on the UK Government's Senior Security and Justice Advisers' roster since 2012. Married with two adult sons, his interests include self-sufficiency fruit and veg growing, wildlife, history and the performing arts.
