Research fellow at the Overseas Development Institute
Mark Miller is a research fellow at the Overseas Development Institute, specializing on budgeting and public investment management. Before joining CAPE, Mark was working for the World Bank Group in East Asia, providing advice to governments and parliamentarians in the region (Lao PDR, Malaysia, Myanmar and Thailand) on budget reforms, public investment management and fiscal policy issues. He also authored and co-authored reports on public finance issues for a number of multilateral and bilateral donors (the World Bank Group, UNDP and USAID). Prior to working in Asia, Mark spent three years in the Budget Department of the Malawian government working as a senior economist in the budget department and latterly as a DFID-financed technical adviser. Mark holds a Masters of Science in Finance and Development from the School of Oriental and African Studies.
